Removing a plug-in from the PLUGIN statement in IZUPRMnn does in fact disable that plug-in. It does not "uninstall" the plug-in, but it does not start up and is no longer an option when you restart the server. I've no idea if this is new behavior or not but V2.4 at least behaves this way.
