The only difference between FORCE and FORCE IMMED is whether or not CP 
delivers a shutdown signal to the guest (if it registered to receive them) 
and then waits for the guest to turn itself off.

LOGOFF/FORCE pendings are also fodder for the Support Center.

As to *why* this problem occurs, CP does not have "threads" in the 
traditional sense.  It operates as a finite state machine.  A FORCE 
doesn't really force things.  Rather, it tells the system that a logoff is 
to be done at the system's earliest convenience.  If another part of CP 
has previously said "I'm messing with this user - don't log him off right 
now", then the user goes into logoff/force pending.  If that other part of 
CP has lost his dwarves, his wizard, or his way, then the condition never 
clears.  And it is rarely an I/O problem these days.
