The supervisor can just execute the SERVC and write the appropriat event mask. If the underlying VM system doesnt support the signal then itll either be a no-op or youll get a return code in the SERVC plist. z/VSE can detect this and ignore the case where VM doesnt support it or take advantage of it if it does. There need not be any human involvement. (VSE could also use DIAG 0 to determine the level of VM it is running on and issue the SERVC if it detects a level that will support the passing of signals.)
