I tried to explain it more general than just VSE on a single z/VM. If
that's the only place where VSE uses R/R, yes indeed. I had vague
recollection about the Dynam/T VM database shared between VSE's and VM
also using it, but I rather forget about that...

In the end, it depends on what the guest is doing. We learned some of
this the very hard way with 2nd level z/VM guests and their RACF
database. Maybe Thomas is right that you it would not hurt to code MWV
when you want MW. Can't think of a case where it would hurt.

PS  I believe the statement about "full pack" in the Migration Guide
is sufficient, but I think the real condition is whether the volume
starts at cyl 0.
