The last I knew, z/VM won't pickup time changes from the HMC except at POR - (Power On Reset), and *maybe?* when Activating the system from the HMC.
z/OS picks up time changes from the sysplex timer, and I vaguely recall more recent announcements of external time source capabilities for z/OS, but not z/VM.
