We understand from your reply that synchronizing our HMC with the atomic
clock (or another server) is one thing, but "pushing" that time into the
operating system(s) does not occur without deactivation/activation of the
LPAR.  There is no "real time" (pardon the pun) way to synchronize VM/VSE's
TOD with an external source.

Confirmed.  Note that's not an IPL, that's deactivate and reactive the 
LPAR.
