If you have a C compiler, start with the snmp-tools package from the Linux distribution. Snmpget, snmpset/snmpput, snmpwalk, etc don't use any fancy multitasking features, and are fairly straight socket programs. Shouldn't be too hard to get them running on CMS. That would also give you a fairly nice SNMP client API library.
