Never mind. I was giving it too much information. By leaving of the high level qualifier of the dsn when I did the cd, it worked as you said. Leaving the hlq on and enclosing the name in single quotes also works.
Original note below ---------------------------------- It almost helps. I can send files to MVS, but the result is flat files. For example, the sequence Cd hlq.... Put fn.ft.fm fn Results in a flat file named hlq.fn. The result is even more interesting if I leave the member name off - the file gets written in USS, not in the pds, not as a flat file on a normal disk.
