If a Q ALLOC shows the SPOOL (DUMP) areas on the pack as being empty, and
 
there's no other data on the pack that should be preserved then, provided
 
the new pack is format/allocated in the same way as the old pack, I see n
o 
requirement to copy the contents.

However, given your, "standalone" environment, DDRing it would be equally
 
effective and removes the need to do the format/allocate - so, overall, 

I'd suggest is unlikely to take much longer and leaves you with a simpler
 
process to execute because there will be no exceptions to handle.
