SEGGEN also makes "fn PSEGMAP" and "fn LSEGMAP".  Maybe the HELPSEG
segment is full and HELPSEG PSEGMAP, or HELP LSEGMAP may contain error
messages.
In the past I often had to issue the failing SEGGEN command manually
to see what went wrong.
