Eh?  See p.24.  IF you want to restrict certain LU names (raddrs) to 
certain IP addresses, THEN you have to have a static IP.  But if you code 
0.0.0.0 (or leave it blank) on the ICC config panel, then it will let any 
IP address use that LU name and, hence, that CUU.  This would be important 
if you do things like XAUTOLOG USER1 ON 1418 or you have z/OS consoles. 
You probably don't want just anyone telnetting in and getting access to 
them, eh?

But if you don't use the ICC for system consoles, whoever gets in will be 
presented with a logo.
