if the device(s) exist in the guests directory entry and the 1st level, you can
dynamically define the device in your 2nd level guest:
example with device address 999

set rdev 999 type 3279
HCPZRP6722I Created RDEV for device 0999.
1 RDEV(s) specified; 0 RDEV(s) changed; 1 RDEV(s) created
Ready; T=0.01/0.01 16:41:28
q 999
GRAF 0999 DISABLED
Ready; T=0.01/0.01 16:42:37

ena 999
Command complete
Ready; T=0.01/0.01 16:42:47

***
>From the DIALed graf at 999:

 16:45:01 * MSG FROM LOGN0999: DDD

We did a ENABLE ALL on the 2nd level and it did not help. We have
not checked the RDEV's for addtional consoles that Deniis suggested.
