It was just an experiment.  Now you've made me gather more data.  (sigh) 
There are specific rules for bringing a directory online (diag 0x3C, used 
by DIRECTXA):
- If there is an active directory, DIRECTXA can only bring a new directory 
online if it is located on the same volume as the active directory.
- If there is NO active directory (IPL NODIRECT, directory volume is 
offline), DIRECTXA can bring a new directory online as long as the volume 
is in the CP-owned list.
- The minidisk must begin with cylinder 0 (not documented for diag 0x3C)

The experiment would fail on the last rule.  You can fake out DIRECTXA, 
but you can't get CP to accept it.  Well, that's *one* way not to make a 
light bulb, eh?  :-)
