I think I found the "DEFINE CTCA" and "COUPLE" commands, it just took a
while.

I am assuming that it is still far more efficient to convert reserves to GRS
rather than let VM handle shared DASD via RESERVEs.

If you want to run ISFC between two LPARs - just a virtual 3088 ;-)  A
short piece of fiber to connect two chpids. That will allow for CTC
devices to connect the two LPARs. For a subset of APPC/VM connections
you may find IPGATE sufficient.
