If I understand the requirement, you're asking for AUTO_IPL_WARM to be the
default (no operator intervention at IPL time - it just comes up with them
pressing CLEAR every so often, and even that cam be bypassed if the
statement "COMMAND TERMINAL MORE 0 0 HOLD OFF" is in the directory entry
for OPERATOR). [P.S. 'TERMINAL MORE 0 0 HOLD OFF' prevents Operators
from seeing any error messages - as if they'd pay any attention anyway.
But you've been warned].

But on some occasions, you want the AUTO_IPL_WARM skipped?

If so, when they enter; SHUTDOWN REIPL,
have them enter instead: SHUTDOWN REIPL Iplparms PROMPT

"PROMPT" is documented as:
---<snip>---
 PROMPT
specifies that you wish to have CP prompt you about start-up options
at IPL time. If you specify this option, CP ignores the AUTO_WARM_IPL and
AUTO_IPL operands on the FEATURES statement in the system configuration
file.

The PROMPT parameter is only valid for the SAPL screen. This parameter
is not acknowledged during CP bounce processing (SHUTDOWN REIPL or
restarting after an abend).

Most of the time VM is much like Alice's Restaurant... "You Can Do
Anything You Want at Alice's Restaurant"!
Sometimes one just needs to find the proper incantation. ;-)

Subject
SHUTDOWN REIPL

Is there any way short of updating SYSTEM CONFIG and reordering the page
volumes to coax SHUTDOWN REIPL to not automatically perform a warm start.
Having to involve operators who are 3000 miles away, and normally very
busy, in the process is sometimes difficult (paperwork) and time
consuming. Having the capability of entering NOAUTO would sometimes be
very convenient.
