Since you already said it was a rhetorical question, you've had the
appropriate response to it already ;-)

The functional changes for CMS Pipelines appear in the Runtime Library
that is available for anyone at http://vm.marist.edu/~pipeline/    The
Runtime Library is highly compatible with the version shipped with
CMS, but you can install them in parallel to avoid any concerns with
z/VM's own (limited) use of Pipes.

CMS indoor plumbing only gets bug fixes (very rare). VM development
have rejected requests to pick up the functional enhancements from the
plastic pipes. They even rejected the suggestion to ship the current
Runtime Library with the product as an add-on. The only functional
changes to the indoor plumbing are a few undocumented odd filter
packages used by the install process.
