All these Tivoli products ship with WAS and/or DB2 bundled inside of them.
How come RACF and zSecure can't ship ISPF bundled within.   Seems like the 
product would more useful that way :)

ISPF is required for
- RACF panels (if you want them)
- Tivoli zSecure
- DFSMS/VM panels (if you want them)

If you want ISPF to support these products and you are running on IFLs, a 
restricted-use Special Bid is available.  (General ISPF/PDF use is not 
permitted on IFLs, as that would be "traditional CMS" workload, not 
Linux.)
