You only need to vary off/on when the "to" device volser changes.  This is to 
let CP know to update the incore copy of the volser info.

This is not required if the "to" volume wasn't changed, nor is it required if 
you flash minidisks.

But if you flash minidisks the guests that are using those minidisks need to be 
made aware that they need to process that vcua as if it is a new pack.  
(reaccess in CMS), Perhaps IPL VSE or online the mindisk.  etc.
