What we have done in the past is create a duplicate UserID of the one in a pending state changing the UserID slightly for example from VSEPROD to VSPRD1, everything else the same and attempt to log VSEPRD1 on. Some REXX EXECs may have to temporarily change that are looking for VSEPROD. This at least saves an IPL for the time being. We have also changed the privilege class for FORCE and SHUTDOWN to class S to hopefully avoid this.
