I haven't tried it, but 6.1 should run as a guest of 5.4 on a z10 (or later.) z/VM does not "hide" or "downgrade" the architecture of the machine from the guest (as much as possible), so the machine features needed by 6.1 should still be available to a guest of 5.4 on a z10.
