I *think* it is licensed under Flat Workload License Charge (FWLC), which means it has a flat rate *per machine*. On the same CEC you pay a single price and can run it under all 3 OSes on the same CEC without limitation. - I believe that there are MVS-only and VSE-only features that enable the product to fall under the MVS-specific and VSE-specific license structures - The Toolkit is licensed under the same structure as HLASM itself, whatever that may be. - Only your hairdresser knows for sure.
