That's a good option. We have a TOOLS: filepool that we distribute via SFS to 
our VM systems that contains the basic goodies we provide to the users. There's 
also a CRASH: filepool that has sysprog utilities, eg TRACK, etc.

Don't forget there are alternatives to RSCS to provide TCPNJE services for VM 
(and other OSes too). 
TOOLSRUN works just fine with the replacements.
