Of course, ARC replay will also need to be addressed. But that’s a job for the DMARC working group.

No, you don’t have an enforcing DMARC policy. But if you did,
you would still be able to successfully send to this mailing
list, because IETF mailing lists rewrite the From addresses of
messages from enforcing domains.
And for mailing list that don't re-write the From address, the issue
isn't that the sender can't post. It's that subscribers whose domains
enforce a "p=reject" policy will not get the posts, and will
eventually become unsubscribed because of the bounce messages their
domains generate.  Neil wouldn't see the harm: others would.  It's
insidious.
