In modern times, you still see it from "Nigerian" scammers who seem to be
using real webmail sites and copy-pasting huge address lists into a
literal Bcc: field.

You'd think that the webmail sites wouldn't like that very much because it strains their resources. But of course there is nothing stopping people from running their own MTA.
