You can refer back to the ancient history. both on this list and in the
plenary minutes as to why the dates are fixes as far out as there are.

Suffience it to say that if you want to not conflict with other
networking and standards events you have publish your dates before they
publish theirs and number of people some of whom have contributed to
this thread stood at the microphone in more than one admin plenary and
asked for that.
