I don't understand "install library". Does that mean make it visible for import?

BTW is there any encouraged way of doing this in Ikarus besides
creating a file with the library form in it and putting it at bottom
of some directory that looks like the library name? I am aware of the
discussion on library search paths and library name <-> resource
converters.
