I don't think that's the case; quoting from [1]:

  By Libre Software, we mean Free Software as defined by the GNU
  Project. 

Then they list the four freedoms defined by the FSF. This means
essentially all open-source (as defined by the OSI) licenses qualify.

You need an account on Gna! to do this, but if you are logged in you can
submit issues, and add yourself to the Cc list for an issue.

I agree it would be preferable (but not essential). It's a shame there's
nothing like launchpad for git.

I'd still very much prefer to go with git, assuming we can agree the bug tracker
issue, but I could live with using bzr.
