Who gets priority at Tolono?  It seems like the NS dispatchers are always
complaining (on the air) that the IC won't let go of the interlocker.  Or,
the IC has "taken" the interlocker from the NS.

Does this mean that Homewood has more control over the interlocker?  How
is this implemented with the computer systems?  Does the NS computer
request a lineup through the interlocker and then the dispatcher in
Homewood "approves" it?

I seems like the NS puts 4X the traffic through Tolono, and that they
would "own" the interlocker, if it is not first come first serve.
