That depends on how your broadband modem is configured. I think BSNL nowadays configures most modems to handle the PPPoE part so that the end user just has to plug in the network cable. If the modem is not configured for automatic connection, you can either configure it to do that or use pppoeconf or any graphical network configuration utility. In Fedora, new connections can be added from the Network Configuration utility (System > Administration > Network menu).
