IIRC, the current admin, Anoop John, has clarified[1]  that anyone who is
interested to rejuvenate it is welcome. Daniel, you may request the
credentials and I beleive he'll be happy to share them.

But, there is still a larger problem at hand that Anoop has mentioned in
his mail. Physical activities. That has to be taken care of by enthusiasts
from Thiruvananthapuram itself. Even though coordination can be done
partially online, presence of physical volunteers is a must. Right now,
there is a regular meeting called സ്വതന്ത്ര സോഫ്റ്റ്‌വെയര്‍ കൂടിയിരുപ്പ്,
which I beleive is initiated by KSSP and DAKF, happening at
Thiruvananthapuram, every tuesday. For starters, I suggest, ILUG-TVM's
website can host details of those activities. In my personal opinion, an
ILUG will be active, only if physical meetings are given priority.
