Can you not install one of the 3G data USB data cards? I believe most of them work out of the box with wvdial (i.e. no GUI). What works on a laptop should also work on a desktop USB port. I suspect most 3G data providers have a much lower "upload" speeds since the services are consumer oriented i.e. upstream packets are mostly http url strings.
