Haven't used the newer versions of PostgreSQL, but with 7.2.3 (with which I'm familiar) VACUUM doesn't require any special handling, while VACUUM FULL locks up the database until the command completes. VACUUM FULL also doesn't run while the database is in use, e.g. when transactions are pending.
