Neither of the two work for me. I have all the packages installed as
you. I have tried both the above methods. 

I am able to use scim for typing in the terminal and in gedit. I can
type in gedit and copy/paste it into openoffice. But openoffice will
not allow me to type in Hindi directly.

This is a default installation of openoffice 2.4 that comes with
ubuntu hardy. Something wrong with that?
