These are frivolous reasons, but reasons all the same.

For one, I can read it for pleasure (I have heard good things about
the IX and X Hindi textbooks). But more importantly, you really
needn't wait for the textbooks to be printed before the academic
year. Having been a CBSE student in less-than-metro towns, I have
experienced delays in NCERT textbooks being available in time before
the start of school. At least now, I can print out the first chapter
and/or get it photo copied (I hope that is legal).

And, in any case, there isn't any _harm_ in making PDFs of the books
available. Who knows, with e-book readers entering the market, we
could envision people taking a single e-book reader to school, rather
than having to carry a school bag with loads of books!
