She has a dial-up telephone connection. The modem makes the dialing sounds
when she tries to connect. The Remote Access Control Panel indicates that a
connection is established with her ISP.

The phone line is working. She's running 9.1. All the settings were checked
in the Remote Access and Internet Control Panel with the ISP "techie." It's
not a network connection; it's a home connection.

I have TechTool Pro which I could run on her computer.

She bought her computer through her employer, a local school, and she's
looking into what warranty she has. She's also going to ask the school
district's tech guy to see if he can fix it. I'm a little reluctant to do
anything major like a clean install, which to me is major.

I did get a message about "Cyber Patrol" which I've never heard of. Her
Preferences Folder does have a "Cyber Patrol Preference" but when I
Sherlocked Cyber Patrol that's all that was on her computer. Perhaps I
should ask this as a separate question.
