Everything that the Extensions Manager does, you can do by hand.  (Though of
course it would be nice to have a working extensions manager.)

When you enable or disable extensions in the Extensions Manager, all it does
is mover them from the "Extensions" folder to the "Extensions (Disabled)"
folder, or vice versa, same for control panels.

If you don't have a "Control Strip" control panel in your "Control Panels
(disabled)" folder, the Extensions Manager isn't going to do anything for
you.  It can't move what's not there.

On another note, have you tried running "Disk First Aid"?  It should be in
the "Utilities" folder on your hard drive.
