I haven't used Norton with OS 9 or X, but did use it when I was running OS8. I did have instances where I tried running Norton & Disk First Aid (Apple's built-in utility) and watched them undo each others work.
I'd run Norton, have it find dozens of major & minor problems, and fix them all. I'd then run it again to make sure they were fixed. Then I'd run Disk First Aid, and it would find problems to correct. I'd run Norton again and it would find some more major problems. Maybe that's why you can buy Norton on ebay for $12-20. Suffice it to say that while I've heard mixed reviews of Norton, I've only heard (very) positive comments about Disk Warrior. When I get the money together to buy an OS 9/X utility, it'll be Disk Warrior.
