Lately my iMac Flat Panel 800 Mhz takes over two minutes before the radial dial shows up during the boot process. After that it proceeds normally to the log-in screen. Has anyone experienced this sudden symptom?

Slow start-up could be caused by a number of things. I'll start by suggesting that you make sure that your HD is chosen as the start-up disk in the pref pane.
Next, if you don't mind, I'll express some alarm about your specs. :-)
256MB RAM
That's just minimal, as you probably know. More will make a great difference in speed of all operations.
60GB Hard drive (2.5GB free)
Ack! Really? This might be contributing to slowness. You should have at least 10% free space, preferably 20%. (And this is especially true in a low-RAM situation.)
Mac OS X (10.2.1)
Ack, again! Why not do the free upgrade to 10.2.8? Each update brought improvements in speed.
Yes, I just fixed permissions by running the utility off of the hard drive. My next step would be to run Disk Utility from the CD.
Good. And if you have DiskWarrior 2.x, and can boot in OS 9, it would be useful for de-frag for you. (Fragmentation, usually not a concern in OS X, can be serious when your disk is that full.
