"Best" is a highly subjective term. The answer, truthfully, is "nothing."
The reason for this is that Flash, Java, XML, CSS and Javascript have all moved out of the range of the ability of OS 9 browsers to render dependably.
What features of Flash are not supported using the latest plug-in on Mozilla or iCab?
