This is interesting so I ran launch times on our 3 Mac's. Human operated stop watch so I ran five launches on each and averaged the launch time to compensate for the NBTW factor (nut behind the wheel) All of the Macs are running 10.3.7. In each case mail was launched from the dock. No other applications were open. The numbers were:
MDD Dual 867 G4, 1.5 GB RAM, 133 MHz system bus: average time to launch 5.81 seconds
17" FP iMac (USB 2.0) 1.25 G4, 768 MB RAM, 167 MHz system bus: average time to launch 6.23 seconds
iMac Summer 2000 slot loader, 350 G3, 1 GB RAM, 100 MHz system bus: average time to launch 9.78 seconds.
Mail is not slow by my standards. I also have Thunderbird on the MDD so I did the same with it, and the average launch time was comparable (6.1 seconds)
Based on this very small sample, a mail program launch time of 75 seconds would make me suspicious of something else involved besides the program itself.
