You can set him up with a dynamic DNS such as www.dyndns.com.  This lets 
you access it at anytime using a domain name.


Cable DNS usually has a very long lease time (6 months?) and when 
renewed it's usually the same.  In other words you can just make note of 
it and not worry about it until it changes.

Finally a simple trick is to have your FIL send you an e-mail.  Buried 
inside is the IP address of his computer.  If he has a router it will 
show the LAN address AND the real world address too.  This must be done 
using a mail client running on his machine, not using a web browser.


For example, in your posting is the line

X-Originating-IP: 69.250.207.215

Which should be your Comcast IP address.
