In order to upgrade the USB from 1.1 to 2.0 you would need to completely disassemble the system, desolder the USB controller chip from the motherboard, solder a new one on and if it even turns on after that it still probably won't work because Mac OS doesn't have the drivers. I hate to tell this to you but you are stuck with USB 1.1 on that system.
