Recently purchased new Mac book pro. Want to transfer files from old iBook G4 running Mac OSX. 10.4.11, 1.07GHz power PC G4,1.25 GB DDR SDRAM but migration assistant tells me the operating system on the iBook needs to be upgraded

Migration Assistant. sigh.

I was going to suggest putting the iBook into target disk mode and connecting the two machines via Firewire.... but I'm thinking the iBook only has FW400 and the MBP has FW800.

If you connect them via ethernet, you're back to MA being useless.

Probably the easiest thing to do is to make a backup of the iBook on an external drive then connect it to the MBP and just copy stuff over.

Also I have a Toshiba terabyte external hard drive that every other Mac in the house can see but not the new MacBook pro. I have reformatted it by the MacBook pro but still unable to get it to work.

This is a USB drive?
What errors are you getting?
Any errors being thrown into the system log?
Does Disk Utility and/or System Profiler see it at all?
You've set Finder to view drives and such on the desktop?
