Possibly the CD drive is not working: I have several eMacs, and the combo drive in my 1.42 sometimes works and sometimes doesn't and just spits out discs when it feels like it!. FWIW my Intel 1st generation MacPro tower seems to have a similarly flaky DVD drive. If you have other Macs, try installing from them with your eMac in target mode, using a firewire cable.
