Not on the HTML level. It ain't there yet. Could be done with an applet or a
plug-in, but who wants that.
You are not allowed to go and get the files from the users system, even if
you have the list of files. They would have to be running server software on
their end (something like a plug in at a minimum). And the multiple select
is a browser issue, so the programmers of all the browsers would have to
make those additions.
I think we will be living with it for the time.
