Interesting how just the order in which the frames loads makes that big a
difference. What we did was move the hidden, menu-generating frame
(print.html) from the top to the bottom. All the other frames were waiting
for it to load... that's what was causing the 6-8 second delay on the
client-side.

You mean how did we color the scrollbars? Just by adding stylesheet
properties. Look in the css_MessageList.cgi file for an example. If you mean
"how do you", they should already be colored, according to the loaded style
cookie.
