For users who prefer to use the IMAIL web interface, or the HKSI templates,
they may not wish to open up (or may not have configured) MS Outlook, or any
other application when clicking on a mailto link.

And by "open Imail" I mean to open the web interface at the login page to
send mail rather than use another mail client.
