That's a known bug in IMail, where it's not returning the correct user
limit if the user limit is "0" and the domain default limit is NOT zero.
We were hoping to see a fix in 7.03, but it didn't happen. So we're
working on a workaround similar to our v6-compatible templates. Should be
out soon...
