The MailAll.exe send mails to ALL accounts and Aliases. Therefore if the user has one
alias that points to them, they will recieve the message twice! Also, I think it also
sends mail to all lists that are on your server, so that could be another one.
Basically, if you use the mailall.exe, all lists, aliases, and regular users receive
messages.
