No technical solution is standard in Imail.  One custom approach would be 
to have a tool that scanned the imail log every hour, selected SMTP 
"redliver" lines, and totalled the msgs/bytes sent by user:

7:13 09:14 SMTP-(000000B2) rdeliver wts.net [EMAIL PROTECTED] (1) 
<[EMAIL PROTECTED]> 34029

... where the sender and bytes are:  "<[EMAIL PROTECTED]> 34029"

Even if they put send one msg to 100 names in the "RCPT TO:" field, their 
will still be 100 rdliver lines.
